Another possible choice is to say 'cut costs',the word cut is used more in a situation when a company has no choice but perform this action, and does so reluctantly, whereas reduce costs is more of a general management movement. I also think you need to say "lower service standards" and not "lower the quality of service". Saying reduce service quality could be misinterpreted with a bad meaning.
