As I understand this should be the part that the investor holds as the basic mix of the portfolio, i.e., for longer term holding rather than short-term (or even intra-day) speculation. It should be the Strategic Asset Allocation of one's portfolio.

Because a lot of what goes on in Chinese markets would just be illegal in better regulated markets, the terminology isn't so common in English. I haven't been able to find anything that matches exactly, so I'm just basing this on the definition linked.
With the market hovering between 2100 and 2500, one option is to develop large stakes in low-priced consumer stocks, with the aim of driving the price higher, in a cyclical noise trading strategy. At around 2200, buy cyclical stocks; at around 2400 reduce the position in cyclical stock and buy consumer stocks.
Doesn't make much sense to me - perhaps the context makes it clearer.
