Forget about the 行政区域.

A reallocation happens when the adminstration is replanned.
If you wish, you may translate this bit of information as
\"Original allocation, 8th Lin of Tiansin Li, reassigned on 2002/2/1.\"

But the meaning of the first translation is clear enough.

In that case, the addresses must be changed, while the place of the households stay where they were.
