What to they mean by "present" (which I would normally treat as "this"), I have never seen this formulation before. The document I am working on is NOT a royal decree. It is a document from the govermnet explaining how to certify your company to sell electricity. A "how-to" with links, etc.

Però sí que té sentit. El govern estableix per reial decret quins són els requisits per a que una empresa pugui vendre electricitat.
