I'm working on a North African text, and I know this is an insult/bad word. It is used between two friends. Does it mean something like fool, or is it stronger like ass?

I think that he is jokingly describing his friend as being dumb/stupid

It likely refers to someone who doesn't listen or take action in a case of need. Just like a "stone".
