Hello, I am writing this because the first phrase is difficult to understand.

Does 'Reflecting valuation concerns' in the context below mean that investor expectations for total shareholder return (TSR) remain at historically low level 'because they are concerned about valuations'? I would be very grateful if you could let me know!
