training needs/deficiencies

The plural "deficiencies" conveys more breadth or abstraction, which seems appropriate in this context, than the singular "deficiency" in this context.

For the verb, I suggest remedy or ameliorate, because a deficiency is removed, not filled.

I know "formazione" can refer to "training" but I don't this is the case here...
