Well, without the 'is' in that phrase, I was thinking that the complete sentence could be, 'When light reflected by a mirror ...' = 'Apabila cahaya pantulan cermin ..."

: Just a comment on the usage of 'bila'. In this case it should be 'apabila' (kata hubung) and not 'bila' (kata tanya). These should not be interchangeable. Refer Tatabahasa Dewan.
