There's nothing idiomatic about it in either language. The author is simply making a point in a comical, demonstrative fashion.

neutral Natalia Gadzhieva : It is an allusion to the Russian book character Паниковский (from "Golden calf" by Ilf and Petrov) He was famous for being stingy and making some minor crimes. Once he stole the goose. Stealing geese means commitimg small and ridiculous crimes.

Ah, I remember! It's been too long since I read it, thank you for reminding me. Alas, translating it as such might actually change the meaning to something completely different, even opposite. At this point I'd like to see some context.

In a word, everything exept terrorism and shoplifting.

Doesn't reflect all the fun of "кража гусей", but at least has a connotation of something minor and meticulous.
Also a safer variant for geese may be "penny crime".
