Adaptation vs Localization

Dear colleagues,

in your experience, do you consider an adaptation request is different from a localization one? To what extent, do you use a different methodology and/or apply a different rate?
To me this seems pretty much the same, i.e. adapting a text for a specific market (country or region or target group). In my case I work on French variants (Luxembourg, Switzerland) and mostly rely on comparing specifics from some similar source texts.
